Theres so many variables that play a factor in this, such as but not limited to, the city/state where it happened... the DA appointed and their stance/tactics... any pending civil suits... the amount of pressure from the community... hell, even the cops race has to be factored in. Special schools are 'supposed' to but you'd be surprised on how many school districts put teachers and other people who aren't trained to handle specials in special schools. In some cases, a 'special' school is 'special' in name only since having the proper training to handle 'special' kids takes money and time, both of which are in short supply especially in public schools. And yes, in most cases, public schools are forced to teach 'specials' since private and/or charter schools can be selective in who they take (I've talked to several people who've taught in public and charters on this subject). For some reason, he just looked at her, went back to his phone, and when he was done, went over and slammed her. That seems like an important part of the story to leave out. I guess the lessen here is that if you are going to retaliate by throat slamming someone do it right away so the preceding event can't get edited out of the footage. I dont know what the rules are for cops but as a prison guard if a inmate hits me then goes back to being non violent before i react im not allowed to hit him, I have to try a non hostile method of getting him into cuffs (telling him to "cuff up" as we call it) which in my line of work is BS because some know that and take advantage of it just so they can punch someone with the only punishment being getting sent to solitary confinement. --- Cid- "looks like that overgrown lobster just got served!"
