The mod tools literally do not allow topics on boards without topicality to be moderated for off-topic. Maybe they just jumped the system then by using a different type of moderation? This was a few years back mind you, but I was comparing Star Wars novel characters with The Force Awakens characters, and the mod pretty much said this topic is about the movie, not the books. Although its worth noting that I almost never dispute and probably just hit accept without looking, but he worded it like I was off topic.
