They might understand. I would also think they would understand that people wear bathing suits in a pool and wouldnt be a big deal. But apparently not. They could think someone setting up a private account means they have something to hide...

Companies aren't going to track how many photos you have a large group of friends in and there are plenty of work-appropriate photos you can take with friends. And a company that does social media work is less interested in your real-world friends than it is your digital ones.

If you are going for a social media position, and your account looks like a social media desert due to all your photos being private, theres probably a good chance you wont get hired. As for you other photos, the problem is knowing what is and isnt work appropriate. As you can see, many dont think the photo she had was inappropriate. Some do. How do we know something else benign wont also be deemed inappropriate? The answer is, we dont. They can make any photo seem like its worse than it is. Maybe they say she drinks too much because she had a picture of her on a cruise ship with an alcoholic drink. Maybe she parties too much because she has lots of photos out with her friends. Anything can seem bad if you put whatever narrative you want on it...
