Edit: Own goals happen, so I would not cut the runner unless there was malicious intend and it is a recurring thing.
Cutting the tackler depends on the nature of the tackle and how he treated the runner afterwards.

In Soccer own goals are more common because of deflections and unlucky bounces by the ball in American Football they almost never happen it's like 1 in 10k+ games, you have to accidentally run the wrong way to get one and even then they call it a safety not a touchdown. A safety is worth 2 points for the opponent but you do have to kick the ball to the opposing team to give them possession afterwards.

A safety is just a punt kick isn't it?

No safety is when you are on offense and are either tackled in the end-zone or run into the end-zone intentionally and either get tackled or throw the ball away. It's a very rare scoring play though because it only ever happens when the offense is backed up on their own goal line and get tackled there or someone does something stupid like running the wrong way.
