I think it was stupid of them to do so. The fact they didn't leave it permanently leads me to believe it was out of incompetence, than of scumishness. I agree: stuff like development and estates didn't belong as expansion-locked features, and leaving them that way for so long prevented them from iterating on those features in interesting ways sooner.
