Feels like revisionist history. 2016 Rollins was pretty compelling I thought. He had an amazing Rumble match against Lesnar and Cena and his match with Orton at that Mania was great too. He was on a roll around then. Some combination of heel Rollins > face Rollins J&J Security adding a lot to the act and him not having enough depth without a manager Rollins being corrupted by complacently working in WWE too long (he's added a lot of bad signature moves and mannerisms and such over the years which has made his character and matches worse) or just plain aging out of his skill Ruined him. He used to be legit fun though. Roman on the other hand hasn't fallen off a cliff and probably is slightly better than 2016, and I'd call him the better of the two nowadays Neither one is really face of the company level but 2016 Rollins was a lot closer than either one at least --- No problem!
