It was only Jefferson who believed it should be revised every 20 years or so. Regardless, the point of the constitution wasn't that the government was giving rights to the people but that the people had rights and protections FROM the government. Revisions to the constitution are adequately addressed with amendments if you ask me.

Otherwise you leave every amendment open for revision which is scary to me. I never want the government to be in a position where it can take away my right to free speech, religion, remove the abolishment of slavery, etc.

The rights enumerated on the list are and should be incredibly difficult to remove. Adding stuff to it, however, should and is accomplished more easily.
