People close to them and professional counselors can treat them as people needing help. I can do the same for those in my life. Incels didn't exist to this degree 10 years ago. In a decade we now have kids using Youtube and twitch as a substitute for social interactions and people feeling more lonely than ever before. All in addition to the online dating scene demoralizing half the male population out there. This thing about forgiving or not forgiving the concept, you're approaching it the wrong way. Whether it's for abusing, harassing, or being so depressed you're going into incel mode, you have to step back, look at the grand picture, and diagnosis the root cause.
