Probably because your socialist sized brain isn't capable of factoring in geography when it comes to housing. A smarter person might take note that the cities with the highest vacancy rates aren't the same cities with the highest homeless rates, but not you! "How can California have such a bad homeless problem when Detroit has so many empty homes???" A question sure to baffle even the smartest socialist.

Yeah isn't it awful that we produce so much food to the point that some of it gets thrown out and half the adult population is obese? The problem here is that your idea of socialist efficiency is no rat going to waste in Venezuela.
