It looked fairly normal on the outside, but their appeared to be sheets draped over the windows on the inside, the driveway was unpaved, and no one ever seemed to be coming or going. At night you would see a single light on inside. Later on I found this article https://www.blogto.com/city/2010/10/toronto_hydros_not-so-hidden_residential_substations/ tl;dr: In larger cities, or in rarer cases in suburban/rural neighborhoods the power company will build houses around electrical transformers so the transformer is placed ideally but doesn't ruin the atmosphere of the neighborhood. It also could be witness protection or a safe house? Or hell maybe it could be a drug den --- Not removing this until Mega Man 64 is released on the Wii Virtual Console.
