Topic	My neighborhood is starting to get a creepy vibe to it

But someone is apparently paying the power bill unless they have a generator. Kinda why I haven't done anything. Someone with some level of ownership or authority over the property has to be paying the bill and somewhat aware of the power usage. So it doesn't feel like my place to report it.
