I was doubtful they would make new entries and even more remakes. Nintendo should have gave them a little more of a budget for more dev time, had them improve the games and port the two remakes that came out recently to the Switch instead of the 3DS to try and get more sales. They shouldn't have bothered with remaking Bowser's Inside Story to begin with. Paper Jam was going in the wrong direction for the series, though, as it went for the stale NSMB/post-SPM Paper Mario style with generic settings and no OCs. They were probably banking on BiS previous success and how it was one of the best selling M&L games, hoping they could replicate it with the remake, but it backfired.
