When I fight that group battle/Kefka fight, my go-to team is this:

Group 1 (moves to the left and fights Kefka): Terra, Locke, Celes, Edgar
Group 2 (middle): Cyan and Gau
Group 3 (moves to the right): Sabin. Yes, Sabin is a group all by himself. His level 4 Blitz takes out everything that comes his way.

And whenever I go to find Terra, I bring a team of Locke, Celes, Edgar, and Sabin. You are correct that the team in Narshe won't be used. Also, bringing those four unlocks optional story scenes (the same scenes can be seen later, so don't worry about missing anything if you choose another team now). Celes only unlocks one short line, so if you wanted Shadow, I'd say leave her behind... but also Shadow is unreliable lol.
