Not without indicating that they've won or advertising said competitions. Note your use of the word "promotional." If it's not widely known that they're giving away the money, then the giveaway isn't very promotional.

Because the law is usually against people who take money that isn't theirs.

They don't know anything. It wasn't cash left on a park bench, it was a deposit in to their personal account that passed several security checks.


They knew better. Everyone knows mistaken deposits happen, and they knew there was no reason for that kind of money to randomly show up in their account. Even if we say they didn't know for sure that it was a mistake, they also didn't know that it wasn't and did nothing to address that ignorance, which is effectively the same thing.
