The purpose of the exercise wasn't just to test their shooting skills, it was to test their ability to make a judgment call rather than just blindly shooting anything that isn't human. The whole series of tests was to weed out anybody too rigid in their ways and select only those that are flexible, yes even when they had to fill out the form.

I mean, his reasoning for not shooting one alien was that it was gripping a tissue and the other was that because he was hanging then it must mean that he was working out, while damning this girl to death on the assumption that the books that she was carrying were too complicated for her when she does nto necesarily carry them to read it herself.

It sounds like a big fucking joke, the test guy does not look impressed at all and shakes his head, tells so to the other main guy from the movie but he still convinces him cause reasons and they let him in DESPITE what happened in the scene, I've watched sceenes like you describe but the mood and reactions of the people involve are somwhat positive to what happened, not negative.

The only thing Zed wasn't impressed by was J's bad attitude at the time, but Zed stopped the test because shooting Tiffany and nothing else was the correct answer, but the test also required an explanation as to why he made that choice (at least according to the source material which the movie was based off of).
