It's a shooting range with a bunch of cardboard cutouts. The other recruits all pump lead into the big scary aliens, Will Smith shoots a single shot into the forehead of the little girl. When asked why the hell he did that, Will Smith points out that the big monster hanging from the streetlight is just doing pullups and the one snarling is holding a tissue and is just sneezing. The little girl, on the other hand, is an eight-year-old white girl carrying quantum physics textbooks in the middle of the ghetto at night with a bunch of monsters: she's obviously about to cause some shit and is thus the only real threat.
This is the exact kind of reasoning the MiB is looking for. They routinely interact with big, scary harmless aliens.

Actually, will was wrong. The director shook his head after the answer. Plus, Tommy lee Jones saud they should sign will DESPITE how he did in the exam
The problem wasn't Will Smith's explanation, the problem was the attitude he gave the director. You can see it in the video TC posted. He goes to K and says, "The kid's got a real problem with authority."
They were ok with shooting the girl, they were just iffy on his attitude. He's eccentric and independent minded, much different from K and the rest of the straight laced MIB agents.
