Krillin can't get close to blowing up a planet (not that it'd help him as he'd die too).

Krillin is also not that fast. He's hit by bullets recently and even in Namek, he got hit and cut by some flying rocks.

He's not a particularly strong, good, fast, or durable fighter so he'd be mid tier. He'd struggle with the Scarlet Witch, Loki, Thor, Hulk, Vision, Capt. Marvel, Iron Man, Valkyries, Thanos's etc. and may even struggle with the likes of Ant-Man.

In super they said that just being around for the big fights made all the weaker z fighters stronger. I just watched an episode of dbz kai where Frieza and Goku were fighting pre ssj level, and kirllen and the bunch were super far away at least a mile. The force of Frieza powering up was enough to send bulma completely flying away while Piccolo and Krillen just held fast and stayed in place.

The constant barrage of intense power helps keep them strong even if they aren't fighting the big bads themselves. When he got shot I dont think he had his defense up. When Goku had his defense down a normal ray gun shot right through him. What can and can hurt people though is super inconsistent though so who knows.

But mainly the point stands that before DBZ even started Roshi blew up the moon, and everyone by the end got at least 10s of times stronger than that.

And he is definitely a great fighter. A big portion of his world is obsessed with martial arts, and Krillen is at minimum in the top 3 human fighters. The only one better I can think of would be Tien.

Even in normal Dragon Ball when he was a little kid he fought with Roshi in the World Martial Arts tournament, and was moving so fast no one could even comprehend what he was doing. They went through and explained to the crowd how their fight went, and in the course of a few seconds they managed to fly all around the ring having a drawn out fight where they got tired and decided to rock paper scissors each other at one point.

That alone makes them faster than Quicksilver, and that was him as a little kid.

The movie characters are just so much weaker than the comics. The magic people could take him out if he wasn't ready to fight, or I guess almost anyone could assassinate him in his sleep. But if they are in an arena set to fight he would best anyone besides Vision most likely. Depends on if ki blasts would phase through him. And Scarlet Witch has a good chance. Pretty much you need infinity stone influenced powers to take him down in a real fight.

But Toriyama is a hack(not necessarily a bad thing) so what Dragon Ball characters can and can't do is super inconsistent.
