why shouldn't the killer camp a hook? when i watch streams i've noticed they don't usually do it and i assumed it was just because it's kinda cheap

I imagine it's because time spent camping a hook is time letting the other survivors wander around freely, while an unhooked player is still injured and will survive less time on the next hooking.

To get maximum points, you actually have to hook at least 5 times, which means someone was saved at least once.

Both do in fact apply. Also, as long as you don't go especially far away, in the time it takes you to get back after the unhook notification you should usually be able to find either the original victim or the person that unhooked them, assuming you didn't just find someone else in the meantime.

(Manners is choosing to go after the person that saved first when you find them both, at least in most cases.)
