Long answer made "short" about WTF is Chrono Cross? SPOILERS!

"In ONE potential ending of Chrono Trigger (which is all about time travel and has many different endings), Belthasaur had been sent by Lavos to the future, a future which was never destroyed by Lavos. Basically, Crono and crew defeats Lavos after Belthasaur is sent to the future, but before 1999. Belthasaur, now in a technologically enhanced future, discovers that Shala and Lavos have joined to become the Time Devourer, a creature that threatens all potential futures. Using his intellect and technology, he sets in motion multiple plans in order to deal with this.

Basically what needs to happen in order to defeat the Time Devourer is that someone needs to basically find a way to harness two powerful artifacts, from different dimensions. This is... difficult to say the least. People can and do move through time, but dimensions is another matter. Existing in two separate dimensions at once is not possible through conventional means.

Belthasaur creates a computer system designed to research the problem. He also sets up to travel around in time in his main dimension to try and see WTF is going on. He sets up a crew to kinda oversee the computer system, this place being called Chronopolis. This computer system is completely self aware and has sentience of a sort. 100 years of research passes and the staff and FATE (this new computer systems name) use "The Frozen Flame", a powerful piece of Lavos. It has sentience of a sort as well, and when it is used to generate even more power in trying to find a way to stop the Time Devourer, it causes a Time Crash. This Time Crash basically tossed Chronopolis and the surrounding area 10,000 years into the past.

The Frozen Flame, as a piece of Lavos, knows that Crono is set to destroy its main body. Therefore, it wants to try to make this event not happen. FATE, meanwhile, wants to ensure its own survival and the continuing research into how to stop the Time Devourer. FATE terra-forms the area into an enclosed sea, brainwashes the people in the area into thinking they were just regular people, and live a life as such. FATE does set up these Records of FATE for people to "pray" at (save points in the game) and continues to exert mental manipulation on them.

But, what nobody knew was that the planet itself (The Entity) would not permit this sort of shit without a fight. When FATE went back in time, it allowed The Entity to also pull something back in time from another dimension. This was Dinopolis, a natural evolution of Reptites, in a dimension where Lavos never crash landed on the planet. Chronopolis and Dinopolis battled for the Frozen Flame and the future of their now shared dimension, with Chronopolis winning. Chronopolis gutted Dinopolis and split apart their supreme being (a machine/natural hybrid creature called the Dragon God) into 6 dragons. It used them to teraform the surrounding area. They mingled with humans and created Demi-Humans. FATE and the Dragons were doing "well" until settlers (just off the coast of the where Crono lived) came in around 920 AD.

However, ALL of this was basically by machination of Belthasaur. Remember how he needed to create a scenario where a person could hold two artifacts from different dimensions at the same time? Well, enter the events of Chrono Cross.
