Mandatory background checks and training for ANYONE who wants to purchase a gun. Limit the amount of rounds and guns that can be purchased per person. A database of all gun owners and gun related transactions so people who try to amass huge collections of guns can be tracked. None of these would do anything to stop mass murder. But I'm not in charge.
