I feel like this is a very poor litmus test. Context matters.

A white man calling a black man boy has a completely different context than a white man calling another white man boy, and yet the former would pass your test as probably not racist.

A black man calling another black man the n-word has a hugely different context than a white man calling a black man the n-word, and yet the latter would pass your test as probably not racist.

I am referring to when races are in the sentence. And, I said likely as well.

Like if you say "white people shouldn't be allowed to vote", which is almost a direct quote from another website.

This is clearly racist. Though these same people will argue that you cannot be racist against White people (majority) which is laughable and a topic for another day.

If you were unsure this was racist, would it be racist if it was "Black people shouldn't be allowed to vote". Yes. If swapped to any specific race it is racist.

Very easy.
