It's not. Never has been. From the beginning going all the way back to ancient Greece it's been used to as cultural shorthand for the inferiority of non-civilized people depicted as dark skinned well endowed 'barbarians' (who were closer the untamed beasts of the wilderness), in contrast to the lighter skinned citizens ('polites' in classical Greek, who discarded savagery for the ideals of polite society).

This stereotype is fully at play several centuries later in chatel slavery in America through to Jim Crow where American mass media regularly paints black men as sexual predators in waiting, and black women as fertile oversexed vixens. There are still echoes of that stereotype today informing porn stereotypes, in law enforcement, in people's racial politics, etc.

and there are actually people that believe these sterotypes are positive due to ignorance. lol.
