Julius Caesar was legitimately popular and it's why he was able to get away with declaring himself dictator every year. The people who hated him the most after the senators that he disfranchised by doing so.

It's difficult to say if Rome would have prospered as it did if he hadn't been assassinated. Octavian was a lot better politics than Julius was but Julius made much of the groundwork that made Octavian possible in the first place.
