Julius Caesar was legitimately popular and it's why he was able to get away with declaring himself dictator every year. The people who hated him the most after the senators that he disfranchised by doing so.

It's difficult to say if Rome would have prospered as it did if he hadn't been assassinated. Octavian was a lot better politics than Julius was but Julius made much of the groundwork that made Octavian possible in the first place.

He literally flooded the capital with refugees from his conquests and then offered all the new citizens land and money in exchange for loyalty. There was a long period where he would have been arrested for going to war without the senate's approval, so he just kept sending the poor and promises until he was more or less immune to the law then waltzed back in.

Ehhhhh not sure about the corrupt part.

While I'm sure Donald wants to declare himself Dictator, Julius actually did, for 10 years in a row, and attempted to declare himself dictator for life but got assassinated shortly after doing so. So I guess he was dictator for life.

Wealth redistribution is a major factor in most powerful empires if you look at history. Healthy, expanding countries need more people to have money than a handful of vampire-looking old douchebags. When a country goes plutocratic it's a clear sign that it's on the downside of it's time as an empire.
