Seems like Rahm is conflating supporters of Israel with Jewish people. You dont have to be Jewish to support Israel, and not all Jewish people support Israel. He even talks in the article about himself criticizing Israels actions in the past.
He's not conflating anything. He's pointed out that what Omar has said has been levied against him his entire career, simply because he's Jewish.
