On a level-for-level basis, yes. Collectively, no.

My general rule of thumb was that a level should take (level number)/10 hours.

Even then I am unsure. I think you could easily bang out 68 and 69 in netherstorm doing the quest hub with the ghosts and all the finding drops instant quests in like an hour or so.

That one area has a ton of quests, but it would not net you two full levels. It is, in fact, where my leveling guide ends, and with good reason. So I won't try to argue with you that this component of the 60-70 climb isn't a bit faster than the rest, but how fast are you gonna do, say, level 65 when you're out in Bladestorm? (Or 66 or 67 or whenever you get done with Nagrand.)

I know I had zero issues leveling and ran out of levels way before I ran out of zones. Again, I was a druid tho.
