Bulbasaur's advantages include:
-Poison subtyping, which means he's immune to being poisoned, a common and annoying status condition
-Type advantages against the first three/four gyms (SE vs Rock/Ground, SE vs + resists water, and resists electricity... and he resists grass for Erika's gym, although he needs to use non-grass moves). In general, he has a type advantage of some kind vs 5 of the 8 gyms.
-Evolves to final form at an earlier level
-(Gen 1) Has access to Razor Leaf which, under Gen 1 mechanics, had a 100% critical hit rate (which also bypasses stat changes)
-(Gen 1) Has access to Sleep Power which, under Gen 1 mechanics, caused Pokemon to lose the turn they wake up.

Granted, between the starters from all games, I think Mudkip has more advantages.

In a utility aspect, out of gen one I think squirtle would be the best. Water on demand, swim, and its various attacks would be more beneficial in a real would sense then the other two.

The games have tons of good water types which render that benefit minimal. For starters, Gyarados is a better pick.

Mudkip > Bulbasaur

I do pick Mudkip in gen 3

Mudkip is awesome in gen 3, although I like Torchic for Blaziken.
