Also, BTW, a prisoner in the border camp needs to get permission from an immigration judge to leave the camp. They can't just leave. And the judge will let them leave unless there's reason to believe they're criminal in some other way. Just like anywhere else in the world, you can't just walk out the fire door to leave whenever.
