Ehh, for Skyrim, that basically IS kind of short.

When I played Skyrim on PS4 I played a different character for each faction questline. I'd mostly just do the intro and faction quests, along with an occasional short/easy side quest for XP or because it was convenient, and those runs usually wound up taking 50 hours apiece. That's 200 hours right there, minus overlapping quests, but also not counting the main quest, civil war, or DLC.

Meanwhile, the one character where I played through the main quest, the civil war, and the DLCs (to level up to 70 for an achievement), it took about 176 hours - and again, that's without any faction quests at all.

If I did a full completionist run, deliberately trying to complete every possible quest I could think of other than endless radiant ones, it could potentially take me something like 400 hours at that same pace.

That says she might fail to advance when you go back, but it doesn't say it's a permanent break or there's no way to fix it, so you should try to go back to her one last time and see if she's managed to un-bork herself in the meantime. She might work this time, and you can finish the Brotherhood as well.

If you go back now and she's still broken, then sure, she's probably broken for good.
