Uhm, no. Your cooking is based on your tastes and upbringing. "Quality Restaurants" somewhere else are always catered towards the local preferences.

If you follow a recipe, you can definitely cook something to taste like it does in wherever its from. Cooking is based on taste and upbringing. But thats usually for cooking without a recipe, or without following a strict recipe. So, I think adjl is right about being able to get a sense of a regions cuisine by making it yourself. Even if it doesnt taste exactly the same, its might be similar enough to just get a sense of it...
