Even if you believe that billionaires should be paying more (which is debatable), they're still paying far more into the system that they're taking out. You're operating from the false premise that 100% of a person's income belongs to the government and then the government doles back what it thinks is fair. By contrast, actual mooching involves people who take far more in direct money from the government than they pay in. If you got rid of one billionaire gaming his taxes, the US's overall revenue would fall. If a thousand people mooching by taking more out than they put in left the country, then the US's overall revenue would increase.
