You say some nations have poor distribution, but a possibly even bigger issue is how difficult it is to ship to many areas. If you don't have decent roads, highways, railways, ports, etc., it becomes very difficult and expensive to get the food to the people who need it. This is really the bottleneck. There are so many countries in Africa that have muddy trails like the one in the picture I will link below instead of actual highways that cross their countries.
