Given the amount of meaningful discourse I've seen in disputes (my own and others) I think this will make it less likely to see overturns not more. Like say you have 10 mods, just to name a number, and one out of the ten actually rationally reads disputes when they get them, then you have a 10% chance of having a chance of an overturn. Now with the new system that one mod who cares to put effort in will always be outvoted, so you get no overturns instead of a small chance of one. --- No problem!
