.just about any job is more interesting then sitting around for 2 hours waiting or having your blood drawn.

To be fair, during those two hours, you can simply read a book or entertain yourself on your phone, which is all many people would be doing if they were home instead. It's more limited than most other home entertainment options, but not terribly boring.

and I'm better it ends up being less then that (especially with travel time).

Why would they ever include travel time in that time figure?

Travel time is always important to consider in how worthwhile a moneymaking venture is. Working for 8 hours at a job that pays $30/hour but is two hours away (so 2 hours round trip) is actually a less efficient use of your time than working for 8 hours at a job that pays $23/hour but is only half an hour each way (1 hour round trip). In the former case, you effectively make $20/hour (to say nothing of the quality of life impacts of dedicating 12 hours of every day to work). In the latter case, you effectively make $20.44, plus have more free time.

In my state it's illegal to be paid money for this sort of thing. You can be given free food and gift cards and stuff, but never money.

It's completely illegal to compensate people for bodily fluids in Canada. Blood clinics will offer snacks to help donors recover, which could be seen as a form of compensation, but I think counting two oreos and a 40g bag of crackers to be "compensation" is a little absurd. There are a number of pushes to start compensating donors, though, since the supply from Canadian donors isn't enough to meet demands and we're having to buy it from the US anyway, eliminating any of the safety advantages of not compensating people.
