I can honestly say that settlement-building is why I ended up buying the game instead of passing on it; I've wanted the ability to play with the sand in a Bethesda sandbox game since I first played Oblivion over a decade ago.

But I'm not blind to its faults, and its biggest fault is being pushed so heavily in the opening act. Both it and the Minutemen were clearly afterthoughts (the latter being the sort of Yes Man faction on which you can default if you screw things up with the 3 real factions), and it was a poor choice to open the meat of the game with them; gamers who weren't interested in settlement building would have had a more favorable opinion of it if they hadn't felt herded into it.
