Easiest use would be weapons, yeah.

There's 2 general uses for them: Weapon Upgrade and Quartz Upgrade. Weapon is simple and self-explanatory. Quartz is done at the Pawn Shop and for upgrading Arts quartz you typically require 2 of the quartz type and some U-Material. You get out that same arts quartz but now with a stat boost. While some of the stat boosts can be pretty useful (the Tear line upgraded basically turns into giving you the benefits of HP Quartz as well all in one quartz) but unless you're pretty sure you're going to be using that quartz for the long haul it may end up feeling like a wasted investment later (like upgrading a Tear quartz isn't going to help you if you end up replacing it later with Teara or Tearal.) I mean, the same is true for weapons but unlike quartz it's not like you have to think about which ones you want to use.

As for coming by them, there's generally an enemy type or two in each area that drops them. That said, I don't think you'd find yourself swimming in them under usual play. If you try to keep everyone's weapon upgraded at all times you're probably going to run out (later upgrades cost more U-Material.) I'd say the easiest way to handle them is to upgrade Rean's weapon for sure like you said... and maybe some of your preferred characters from time to time if you like.

Maybe scan the Pawn Shop to see what he's got (it's usually a good idea because he eventually has rare quartz you can't make normally) and if something stands out to you as looking great maybe go for it, but in general upgrading arts quartz might be going a bit too deep into the systems... plus it costs a bunch of sepith to make the multiple copies and such.

tl;dr: U-Materials aren't super-rare but you're also probably not going to be flooded with them. Probably easiest to upgrade Rean's weapon and maybe throw some at other party members you like/are on the team.
