That was 7 million years ago. Which means the Atlanteans have been ****ing around doing jack-all for 7x the entire known history of anything even close to related to humans on land, already had unlimited energy, and just... did nothing with it. That's kinda just how it is. The Kryptonians, Amazons, Lanterns, all around since prehistory yet never did anything. It's a fundamental problem with the setting and there's not really anything to explain it satisfyingly. Same deal with things like Wakanda.
