The GOP since Reagan has been on this "workfare" agenda since the 1980s so it's nothing new and it's steeped in racism because prior to the passage of the Voting and Civil Rights Acts of the 1960s, non Whites could not participate in Government welfare programs namely FDR's New Deal of the 1930s which gave us (Social Security, Job Insurance (Unemployment), Minimum Wage and FHA low interest government backed home loans which is what allowed working class people to buy family homes beginning in the 1930s and 1940s. Prior to that time, no working class people in America owned their own home because banks would not loan money to working class people regardless of color/race.

When FDR guaranteed the banks would get their money if they loaned money via FHA loans, they were willing to do so knowing the full weight of the federal government would guarantee repayment of any FHA loan that was in default.

Fast forward to the 160s when non Whites began gaining access to government programs and suddenly White folks had an issue with them especially after the "Southern Strategy" in which Richard Nixon began recruiting former racist Southern Democrats into the GOP because they were upset at the passage of the Voting and Civil Rights Acts and that's the GOP we have seen and witness today that emerged from the 1960s.

The Southern Strategy is a Republican Party electoral strategy meant to increase political support among White voters in the South by appealing to racism against African Americans.
