Competitive player who has won a few locals to set the record straight. Falco can get back to the ledge just fine, but recovery IMO is way more than that.

Recovery is also how easy it is for you to get hit once you land on the stage (if you decide to go to the stage instead of the ledge). Recovery is how easy it is to intercept your up b/side b/whatever other moves a character uses to make it back to stage. Recovery is your ability to fight your way off the ledge, onto the ground, and out of the corner.

Falco's recovery is bad. His slow air drift means he relies on a very easily intercepted side b and up b to make it back. A lot of the time, he can still make it back to the stage with these moves, but even if he makes it to the ledge, his bad ground speed and air drift means he can't escape the corner very easily. Opponents often outspeed him so no matter what option he chooses he can't reposition himself into center stage well. If he tries to side b above opponent's heads to get back on the stage, he doesn't travel far enough to escape their punish option, and even when he lands he has a lot of lag where he's ultra vulnerable to a punish.

"Worst in the game" status is kinda reserved for characters like Mac, Incineroar, arguably Chrom, and arguably Kirby. But Falco's recovery is definitely bad.
