Sort of like how we have different levels of murder with different punishments. The problem is you really want to keep actual violent sex offenders away from potential victims, but in some places being drunk and peeing in a park at 2AM can get you put on the same list. all for tiers. being a 20 yo who sleeps with a 17 yo shouldn't put you on the same level as a guy who raped little kids. --- People die when they are killed.
