this is an interesting idea, but is Tolkien's Middle Earth actually feudal?

I find this interesting enough of an idea that I'm probably going to read up on it regardless - I vaguely remember reading that Tolkien feared the loss of the rural British countryside (the shire) to industrialization (Mordor). that in and of itself is pretty vague in terms of the economic system it represents
