There are some unfortunate development woes that do explain why both Dragon Age Inquisition and Mass Effect Andromeda had issues.

Both of them had to deal with using Frostbite which just wasn't designed for RPG's at the time. They basically had to design most of the shit from the ground up. This is why Dragon Age Inquisition had weirdly designed cities and a lot of open spaces for example. They were working with the strengths of that engine.

There was a lot of really cool stuff they had in mind for the game. If you watch the early gameplay videos there's a lot of moral choices you could make that would shape what happens within specific areas. But they were told by EA that the game needed to be crossgen. A lot of it had to be cut out and changed to that board thing instead. The game was hobbled as a result.

Mass Effect Andromeda at one point was an extremely ambitious game. It was originally supposed to be like No Man's Sky. With hundreds of planets. But it just wasn't working out. They spent a lot of their time constantly scaling back what they wanted to do. Development was just a constant issue that they never recovered from. It was a fresh team who wanted to prove that they could do something different and it didn't work out.
