The peasant children don't learn any magic unless they are descended from a magic family. It is not like Royals are just naturally magical either. Sofia learns magic despite being born a commoner. Still if it is easy enough that small children can learn it and anyone can learn it, wouldn't there be at least some people who could learn it and saturate the market? --- I am awesome and so are you.
