that is super not how development works. there's no switch that get flipped, there comes a time that supporting an older version requires too many resources that could be devoted to making stable versions better. old systems may simply not support new features at all, so there's no longer a consistent product and you're essentially developing a separate product for an edge case that doesn't justify it. developers usually inform customers ahead of time that their stuff might break if they don't upgrade as a courtesy but there's no obligation

That depends. There are programs out there that don't suport older systems, but you can keep using an older version to a certain extent that does support it. In Steam's case, I don't see why playing the games already installed on your machine would require you to update the client, thus forcing you to update the whole system.
