Noel is closer to CZ75, in that she's still primarily a buffing HG due to her great buff tiles, but she has a niche use in that her skill is meant do a heavy amount of damage all at once. Unlike CZ75, whose skill only targets a single enemy and is best saved for nuking bosses (like a weaker but more resource-efficient alternative to a bamboo rifle like NTW-20), Noel's special can hit multiple enemies in a small area for heavy damage, which makes her skill useful for clearing out mobs and well as taking down bosses. All in all, for most echelons where you'd use a HG or two, you're better off with a HG whose skill is also used for buffing the rest of your team. But like CZ75, Noel has a niche use in 5HG teams that are meant to grind for rewards in easier content (for example, farming limited drop units from early chapters) while using significantly less resources than a normal echelon.
