I mostly see it called a low/mid-tier Precure series, often referred to as "Heartcatch lite" because it tried doing a lot of the same things that Heartcatch did: similar story, similar style of fights, and similar subversion of the trend of the blue Precure usually being the shy/quiet/smart one. Just like Erika in Heartcatch, Happiness Charge's blue cure, Hime, has the usual genki dork traits of a pink cure... except exaggerated to nearly Umaru-like levels of adorable shitlord. She and Erika are definitely "love them or hate them" characters.

As that meme I posted mentioned, the fights are surprisingly brutal, and Megumi isn't afraid to beat a motherfucker with another motherfucker if necessary.

Happiness Charge was also unique in that it was the first Precure series to toy with the idea of other Precure existing in the world besides the main cast. There are various "international" Precure that show up and help out on rare occasions, which gives it a unique charm. However, the main flaws of this series are the lackluster art/animation (including more QUALITY moments) compared to other Precure series and the fact that it tried too hard to be too much like Heartcatch... but came up short. To sum it up: it you ever finish Heartcatch and find that you really like that series or its style of fights, then you'll probably like Happiness Charge as well because it's more of the same.
