People can only download them from you if you decide to upload them, and only if they have all of the equipment parts used in the design unlocked. I don't know if people who didn't get the season pass (and Tira with it) can download characters that use Tira's style since I've yet to try to do so myself, but it's possible that they can just download the character and pick a different style for them to use.
