Because nobody has sufficient ability to defend from a large number of nukes, this means that the person who strikes first is more likely to win a nuclear war. By hitting the locations of the nuclear silos (which really aren't that hard to find, especially now), you cripple the enemy's ability to retaliate with their own nukes, ICBs can hit in around 30 minutes or so, and that's from when they're launched. So then you have the fact that America has more nukes than NK, so NK is more likely to attack because it means they are more likely to win a nuclear war. This is why both sides having a bunch of nukes, paradoxically, is safer for both sides. This is the Mutually Assured Destruction policy put in place by Nixon.
