Dr Doom is like baby Thanos. They'd have to go cosmic. More Cosmic than they already are. Why does there have to be escalation at all? They don't need a bigger threat. They just need a good threat. Smaller scale threats can be good. Galactus could be a good smaller scale threat. Maybe Silver Surfer appears early in phase 4 to announce the arrival of Galactus, but he doesn't actually arrive until the end of phase 6.
