Yep, they are cyborgs, anything that is part machine and part human is, but....at least in most of the lore, cyborgs lose part of their humanity in the process, feel things less, etc. I don't like that trade off personally. True, though, if it's like shadowrun, you could technically not loss much. I play my character like I would if they were totally human.
